Viva Liberty will target the 40 million Hispanics now living in the U.S. with services and handsets sold via the Web. One selling point: Customers will be able to make international calls to Latin and South America and other locales.

Viva Liberty partners and affiliate network include brands such as Yahoo, America Online and MSN.

Viva Liberty's launch follows just weeks after the introduction of Movida Wireless, another U.S. MVNO aimed at capturing the Hispanic market. According to a 2004 Forrester Research report titled "Selling Telecom to Ethnic Minorities," Hispanics generate higher ARPU than any other group in America: Wireless spending among Hispanics averages $54.65 per month, compared to $49.72 for whites and $49.25 for blacks. Hispanics also proclaimed greater interest in mobile applications like ringtones, photos and video clips than any other segment of the U.S. population.
