Verizon caps basic rates in West Virginia

Verizon has filed a plan with the West Virginia Public Service Commission that calls for a cap on basic rates through 2005 and a better than $20 million annual reduction in other rates. This plan replaces the previous Incentive Regulation Plan that expired earlier this year and which had been in place since 1988.
