Powell is widely considered more conservative than outgoing chairman Kennard. Observers expect Powell to take a more hands-off approach toward regulating the broadband Internet market-the key high-tech industry under the FCC's jurisdiction.

Before coming to the FCC, Powell was chief of staff of the Antitrust Division at the Department of Justice. Prior to that, he was a telecom and antitrust attorney.

FCC commissioners serve a five-year term, and Powell's is due to expire on June 30, 2002. The terms of two other commissioners, Harold Furchtgott-Roth and Susan Ness, however, have expired and have yet to be filled by the Bush administration.
