The lawsuits also allege that the executives of Southern California Gas Co., San Diego Gas & Electric Co. and El Paso Natural Gas Co., met in 1996 and agreed to illegally refrain from competing with each other, allowing the companies to dominate the Southern California natural gas market.

The lawsuits claim El Paso Natural Gas Co. dropped two new pipeline projects in exchange for Southern California Gas Co. to refrain from competing on a pipeline project in Mexico.

The plaintiffs are seeking billions of dollars in damages. Gov. Gray Davis asked California Attorney General Bill Lockyer to launch an investigation into higher natural gas prices in California.
