Expected to launch in October, the new portal will offer streaming media, games and other services through a customized version of Internet Explorer. This is the second broadband content deal Microsoft has announced in as many months. It recently signed a similar agreement with Qwest to offer MSN over the carrier’s DSL network.

Excite@home, one of Charter’s ISPs, is facing financial difficulty and may be forced into bankruptcy by the end of the year, which could leave Charter and other Excite customers without an Internet provider.
