Carnivore may target e-mail, wireless text

The FBI’s Carnivore monitoring system might be expanded to capture e-mail and other text messages sent through wireless carriers, the Washington Post’s online edition reported today.

A 1994 law requires the wireless industry to provide law-enforcement agencies with a means to monitor digital communications--a task that has proven difficult, according to the Post. Murray Altschul, general counsel for the Cellular Telecommunications & Internet Association (CTIA), reportedly told the FBI in a letter dated Aug. 15 that the industry would be unable to meet a Sept. 30 deadline for the development of a monitoring system, which prompted the speculation about Carnivore.

An FBI spokesman declined to comment on whether the agency plans to use Carnivore--used to monitor communications traveling via the Internet--to monitor communications traveling via telephone carriers, according to the story.
