LEAP CHALLENGES FCC
Anticipating the July 26 re-auction of C and F Block licenses, Leap Wireless has proposed that if the commission alters the bidding rules, it should divide 30 MHz licenses into 20 and 10 MHz blocks so bidders could compete for 20 MHz licenses in markets with 5 million potential customers and for 10 MHz licenses in all other markets.
