Kennard Seen As Consensus Builder
New Federal Communications Commission Chairman Bill Kennard likes to talk about the three C's that he sees guiding the FCC throughout the next several years: competition, community and common sense. Based on his first press conference, though, observers might be tempted to add another C for "consensus," although other front-runners might be "contemplation" and "consideration."

When asked about everything from his position on MCI merger mania to whether the FCC should ban hard liquor advertising on TV, Kennard repeatedly said he was seeking more information before taking hard policy stances.
