Kennard Seen As Consensus Builder

New Federal Communications Commission Chairman Bill Kennard likes to talk about the three C's that he sees guiding the FCC throughout the next several years: competition, community and common sense. Based on his first press conference, though, observers might be tempted to add another C for "consensus," although other front-runners might be "contemplation" and "consideration."
