FCC WINS STAY IN X-FACTOR CASE

The U.S. Court of Appeals in Washington has stayed until April 1, 2000, its previous ruling remanding the FCC's 1997 order on price caps. The stay allows the FCC's 6.5% productivity factor, used to calculate universal service contributions, to remain in effect and lets long-distance carriers make $500 million in planned access-charge reductions on July 1.
