DISCORD OVER MERGER CONDITIONS
CompTel announced reservations about the Bell Atlantic/GTE merger conditions agreed upon by the companies and Pennsylvania's Attorney General. The association argues that unbundled local loop rates would remain too high and that the agreement limits the availability of combinations of unbundled elements to competitors.
