Common carrier chief named
Dorothy Attwood, senior legal adviser to FCC Chairman William E. Kennard, replaced Lawrence Strickling as chief of the Common Carrier Bureau, effective Aug. 1. A former Philadelphia lawyer, Attwood has advised Kennard since July 1999 and has headed the bureau's enforcement division. Strickling will become a consultant for the Aspen Institute.
