During Phase II, as many as 4000 Liberty customers will have access to traditional phone services and applications such as call waiting, caller ID and directory assistance. The network also will support regulatory features like E-911 and CALEA. The phase scheduled to run through summer 2003.

Liberty is offering two billing plans: a variable per-minute plan and an upscale flat-rate monthly plan.
